About the BIA
The Newton Business Improvement Association (Newton BIA) is made up of a group of property and business owners who are passionate about improving the opportunities for businesses in the Newton Town Centre by taking leadership and revitalizing the area. To accomplish this, the Newton BIA would like to hear from tenants and property owners on what would make a difference for them.
The Newton BIA takes leadership within the Newton Town Centre to galvanize the area. The BIA focus is to bring business members, grassroots organizations, community stakeholders, and government together to create a vibrant and dynamic neighborhood for the residents, workers, and visitors in the area. Through collaboration with these groups, the BIA is able to
create viable and effective programs for the area with focus on the four pillars of the BIA: safety, area enhancement, marketing & events, and government relations. These programs will work together to foster change within the community and neighborhood to create a successful future for the Newton Town Centre.

Philip Aguirre
Executive Director
Philip Aguirre is the Executive Director of the Newton BIA. He comes from a small business background being the owner of the Old Surrey Restaurant which is in the Newton Town Centre. He is also a Certified Management Accountant and a graduate of the University of Victoria where he completed a Bachelor of Commerce. Philip has been a strong advocate for the community of Newton for many years.
Nasrin Baji
Creative Director
A graduate of Simon Fraser University, with a Bachelor of Arts, Nasrin comes from a background of non-profit work with organizations such a Volunteer BC, John Volken Academy and Community Volunteer Connections.
